Update gcc on IPPP

A newer gcc is available on /opt/rh/devtoolset-8, we should switch to that. This required complete recompiling of the full software stack. The new base path should be /mt/hepsw/el7/x86_64/gcc8. We should also add a notice to the old setup that a newer version is available and how to use it.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
