Use python 3 & boost package versions

Update all packages to newest version & prefer python 3.

Still missing:

  • rivet - 3.1.0 does not work with HepMC 3.2.1, it is already fixed in the master branch but not released yet
  • Sherpa 3 - needs released & rivet (Sherpa can be updated separately)
  • Python interface to Sherpa
